On the first of Nissan the Tabernacle is set up, the priests are anointed, establishing hereditary priesthood. When all the necessary rituals and sacrifices are performed, God's presence settles in the Tabernacle as a cloud. And later, when it would lift, it was a signal for the Israelites to move on.
Just as we begin the scrambling of Pesach cleaning and are told that every crumb of hametz matters, in Pekudei we see another census, affirming every Jew matters.
